Just because something is called a "drug" doesn't mean it's a hard-hitting addictive life ruiner. Remember that all pharmaceuticals, including vitamins, are technically drugs.
Even restricting the definition to the obviously applicable one, i.e. "a habit-forming medicinal or illicit substance, esp. a narcotic," the word "illicit" fits the situation.
