Yeah, a lot of people seem to ignore that, in canon, while she can be very eccentric and creepy, she does stay in the basement of her own volition because she knows her uncontrollable power is a hazard to others! She's actually fairly smart and fairly responsible in canon, she just loses control over her power too easily once she gets excited (and she gets excited easily).

Or maybe because she loves her sister too much to disobey her. I'm surprised she isn't mad about being locked up for over 200 years...
