I'm not sure if she was ever given a name. She's just a sort of mascot character from a series of '80s commercials for Neruneru Neru Ne, a multi-step candy treat. I believe the product's still available in Japan. There's a tag for the product, but as the candy itself isn't in the image, it doesn't really apply...
Actually, the NeruneruNeruNe tag would work in this case. All that needs to be done is to create the wiki entry for the tag, explaining the candy and the infamous commercial for it.
