It seems as though alot of fans are making this comparison, but not in a complimentary way. It's becoming cliche for them to have some random plan to defeat Panty and stocking, but of course, in the end of every episode their plot will backfire.

ah, but you'll also notice, its always Scanty who messes things up. there was the zombie episode she spilled all that stuff, and the beach episode she blew up the car... i could be wrong, but i just happened to notice that after a while.
Well it's not like PSG is a super sewious anime where plans are sepposed to make sense. Nor are the characters serious. And you have to admit, both Team Rocket and Scanty & Kneesocks are fucking awesome dispite failing all the time.
