I am suddenly noticing a trend. It would seem only the most powerful Touhous may go without hats, likely as a show of power.
I eagerly await someone's mention of Kogasa, and how surprising it is that she goes without headgear.

Yes, she does. She also has a parasol. Yuuka's parasol is no hat. She gets away with the no-hattery by being really fucking powerful.
