Weirdly enough, that's the Japanese Rockman 2 box art stretched to fit on a SNES cartridge (European SNES cartridges resemble Super Famicom cartridges), despite that game never actually coming out on the system. Plus the SNES is the PAL (European) model, which is closer to the original Super Famicom design than what America got.

I think that it's weirder that the buttons are on the left. They also have the American colours instead of the European red, blue, green & yellow.
