I seem to have caught a small mistake on the author's part: assuming the images are in chronological order, we can see that Chihiro put on her skirt and tights BEFORE putting on her shirt, yet in this image we can see her bare skin right below her shirt, implying she put her skirt and tights AFTERWARDS.

So yeah, either they went for a second round right in the middle of dressing up or the artist forgot.
