Celebrated on this day because it's the day in which the statutes of the World Tourism Organization were adopted, back in 1970!
From the looks of it, the official name for the World Tourism Organization in Japanese is 世界観光機関 and not 世界観光機構 as the artist wrote. Both would mean pretty much the same, so the artist probably misremembered it.
