I don't know why Suika in in there, but based on the title (魚類な彼女とイニシアチブ) and the links to the 1., 2. and 2.5 comic, this belongs in pool #2308. (2.5 is not (yet) on Danbooru)

The pool is currently named after the second comic (魚類な彼女とサイエンス). Maybe it needs a better name.

I believe it was canon that Suika could sometimes be found in heaven, which is where I'm guessing they are in this scene. Don't quote me on that though, rather new to the Touhou series.
