    I believe this says, "This is traditional Fusou Carnival attire." Though why it says "carnival" as opposed to anything like "ceremonial" I don't know ;o But I'm about 90% sure of translation.

    Hi past me. The reason is because that's 祭り (matsuri → festival) attire. The artist simply translated it "carnival" in English but it's correct. She's wearing a 褌 (fundoshi) which can be seen worn by some participants in festivals. It's by no means ceremonial in the religious sense (that I know of!)
