It is the process of calming down. 1st punishment, you begin to calm down and think rationally after physical punishment, 2nd punishment you use the rationality after calming down to punish the second... err... "victim" in a cruel but smart way. At 3rd punishment you have pretty much steamed out/calmed down and just go "oh fuck it" and give the last person a reminder or something similarly unharsh.
