This is based on that popular old fairytale about a lumberjack that drops his old rusted axe in a lake, and then a fairy appears that presents him with a golden and a silver axe and asks if one of them is the one he dropped, and after he refuses to take them and admits that the axe he dropped was an old rusted axe, he rewards him for his honesty by giving him all three axes.
Seems to be popular in Japan for some reason, it also made an appearance in Silent Hill 3. Dunno what the original source is or if we have a tag for it (Edit: tag is honest_axe)

its also been referenced in the Zelda series a few times too, like in ALTTP you throw a bomb into a fairy fountain, the great fairy then asks if you threw in a Gold or Silver Bomb, if you answer honestly you get a bomb bag capacity upgrade
