I'm guessing from the Nicopedia and pixpedia articles that it means "oh dear, Mami-san had a recurrence of the 8th grade disease! lol" (See also post #893819)

May be American are more familiar with the term "emo kid"?
The reason behind this is the "Law of the Cycles" just pop out from show from nowhere. And the term itself feel completely emo, even more in-universe. Added that no other girl have a named finishing move, so Mami are treated like a emo :D

From my interpretation, Mami's '8th grade disease' lies in how she's the only one who names her attacks (Tiro Finale) and make up weird names such as 'Law of the Cycles'. Such pseudo-cool names are common amongst 8th graders, akin to drawing 'original do-not-steal' characters on deviantART.

The others are laughing at her expense.

Copied from a translator's note on post #923084:

In Japanese, "Law of the Wheel" is 円環の理 (enkan no kotowari). Madoka's name is written in hiragana (まどか) but can also be written as 円 (the first character in "wheel," 円環).

So it's either a pun using an alternate kanji reading on Madoka's name, the others are making fun of Mami's eight-grader disease, or both.
