A cursory examination gave me the impression that this was Rumia as well, but closer examination suggests that this is not the case. The hair and eyes match, but the hair ornament is a flower, as opposed to Rumia's trademark ribbon. Also, none of the artist's other works (on danbooru, at least) depict touhou characters.
Could someone with access to pixiv provide a definitive identity for this lovely lady?
