Realistically speaking, the ideal is that neither be afraid nor have reason to be afraid of the other by reason of mutual innocence of wrongdoing.

Unfortunately, such a dream will require both groups to trust each other. And we both know that it's impossible for a people to trust his government, otherwise we wouldn't be facing so many conspiracy theories.

Well, yeah, but the word "should" implies what, well, SHOULD be, rather than what IS. I SHOULD have a hot girlfriend and the money to buy as many anime DVDs legitimately as I want. I SHOULD be able to figure out how to work computers well enough to run games and translation patches on my Mac. The New York Mets SHOULD be able to have a winning season once in a while. Megaman Legends 3 SHOULD be released ASAP. Anime SHOULD have a few more plotcentric shows per season than it does relative to the number of empty (but fun to watch) fanservice shows. That doesn't mean any of them are happening any time soon.
