The flags show the age of the Tales characters from Phantasia to Xillia 2. The youngest is Emil from Symphonia 2 because he is a fragment of Ratatosk with only 1 year while others have thousands of years.

The twins in the row second from the bottom are Fenimore Xelhes and Thyra Welzes from Tales of Legendia, but I can't tell which is which, so I put a single annotation note over both for now.

From what I read, their personalities are slightly different, which seems to be represented by their facial expressions. The left one also seems to have some kind of blue orb near her hair. But I haven't played the game and information on the Internet is scarce. If there's anyone more familiar with the game that is able to tell them apart, please split the note so each twin is labeled separately.

Edit: Wait, I got it. That orb has a dolphin on it, which matches Fenimore's staff in post #464062, in which they seem to be wearing official alternate costumes. And there's a white ribbon coming from it in both images. That's the hint.
