She isn´t blood related, read the manga. By the time she "confess" her feelings she is 16 years old and two years later they decide to go on with that kind of relationship. Personally I don´t think it´s that bad as long as they are happy with that and the way it seemed at the end I think they were (sorry for the bad english)

Anyway, I loved the ending. She was abslotely confused and afraid of the fellings she realized she had for her guardian, and he humself couldn't see her as anything other than a daughter.
