Well, we don't know what the raccoon youkai really looks like either, since she was taking Marisa's form. But she definitely didn't look cute and innocent like this.

Oriental Sacred Place, chapter 13 or so. A raccoon youkai attempted to play a trick on Reimu by assuming Marisa's form (Marisa was at her home, scared of raccoon youkai's mischief) but Reimu didn't fall to it at all, instead chasing it away after letting it have some dumplings and ale. When the youkai revealed her true nature, she seemed to be still in Marisa's form, so essentially we never got to see what she really looks like (except she did have a raccoon's tail). And her face was very sinister and malevolent, but she had the dignity to 'repay' kindness by leaving leaves in Reimu's donation boxes.
