i get the impression this is what's going on in okuu's mind during the last comic and the different expressions on okuu are from osu-satori's point of view.

Yeah, it's the same strip but it shows Osu-Satori mindreading Okuu.

I would have been surprised it couldn't.

Honestly what we've seen out of the Osu versions of the cast they DO have their abilities. The Patchouli one can use spells, Yukari one has Gap abilities, Cirno's got Ice.
