Is this fake cow tail part of an anal or vaginal plug by any chance?
I haven't found any more drawings from this artist of this character that would help provide an answer. However, given the angle the tail is at, and if we were to assume she has no lower underwear because she has no bra, then I think it would be a reasonable assumption to make.
