tbh it's not just eyes, the fact that the text is so badly done just adds to the fact that the person in question ("artist") has no idea how to draw, it is probably inpainted image (that's why it's not as bad as it could've been, but those eyes, weird background, really bad text, also low res, weird lines screams traced or AI)
