100% sure it isn't. Tiamat is going to be the SSR for the Arcade collab this year (and its her same design as in Arcade). They confirmed in the recent livestream.

This is one of three new characters introduced in the key visual for the upcoming Ordeal Call arc. Her (identity unknown), Bhima, and an unidentified white-haired man.
