I think the closest we'd get to is Number 2 for anime. I'm thinking the older gundam series, or really, any of the older anime series. Big eyes started to be "in" after a while(not that i hate it).

The size of 6-7's eyes was pretty common in Shoujo Anime/Manga in the 60s, but I'll concede that from the 70s until the end of the 80s, 1-3 were all the rage on average for facial/bodily proportions. In the 90s-early '00s there was a majority of 3s, 7s and 8s, and now we seem to have hit a plateau at around 4, 5, and 6 in the late 00's and up until today. Never seen anything with 9s proportions, aside from supposedly Hidamari Sketch and the original Power Puff girls.
I'll say I'm pretty sure big eyes were popular since Mighty Atom and Princess Knight, 1952, 1953. Though, even in the short film Spider and Tulip (1943), there is clearly appreciation of the larger, dreamy eyes.
