    For those who are unaware of her backstory, this is referencing that she tries to persuade people into Hell. In exchange, she'll share some form of compensation she gets for sending people to Hell with them. She apparently actually follows through with that deal and it's successful enough for Eiki to keep an eye on her.

    If she stops short of telling people they're going to hell anyways and the compensation only comes after they've died, Eiki can't reasonably do much about it. Most of the time, only people who are already hellbound would take such a deal.

    She apparently does it with people that just venture too close to Hell (for whatever reason that may be), so the people are not outright hellbound, in that sense. If they refuse and try to escape, her title as "stalker of Hell" and ability of "never letting anything slip from her grasp" come into play...
