As for who it is, your guess is as good as mine. Shoulder-length dark brown hair/brown eyes, white top, and black thighhighs make me think Kaga with her hair down, but that's just a shot in the dark.

It's Haguro. It's hard to tell her without her trade-mark hair-accessory.
