I guess they're the StrikerS DVD covers or something, judging from posts 135416 and 131163.
They're cleaned and extended a bit, and the Hayate one doesn't seem to be there, so I'll leave it up.

They're from posters included with the first press editions of the DVDs. The backgrounds were removed and the Fate image was flipped, though.

As for the ribbons, Child Nanoha is wearing Fate's black hair ribbons, but since Fate is in her Barrier Jacket she has Black Ribbons, instead of Nanoha's pink ones.

Adult Nanoha uses a single green tie for her Ponytail, and Adult Fate, if she weren't in her Barrier Jacket, would have a single black tie way down on her hair.
