That's Miyu Mifune from Idolmaster.

It looks like an eyeshadow case. The closest tag we have is cosmetics, not to be confused with makeup.

Check out the link in the tweet. Its a cosmetic product promotion site, where you upload an image there, they will generate the colours of the cosmetic, just like in this pic. You can submit it into a competition or something, but I can read the rest.
Probably someone found it, mess with it, and become a meme on twitter.

Ikeshita Moyuko did the same thing with a Nagato wedding picture he drew a year ago.
