I think fanartists give even less of a shit about maintaining supposed canon power levels than Type Moon does...

fate parameters are not as important as u think

and even then tomoe is much stronger physically when u factor in all the effects of her demonic oni magic skill giving her charisma,monstrous strength,mana burst and natural monster all rolled into 1
plus she was already famous for her strength in life

I think the issues here are less due to Parameters and more due to the animosity Tomoe holds toward Ushi and her clan.
