Amatsukaze be like WTF

I just noticed that some of them have a shipping tag with text around their wrist (around Tokitsukaze's neck), but that Amatsukaze's tag says something different in red text.

It says 'Sasebo'.

The others say 'on loan'.

I'm guessing Akigumo tried to join the other side and the rest of her sisters weren't having any of that.
