I think it's a bit confused as Lil' Washuu is in a new hybrid stage, her 12-year-old disguise height mixed with a post-pubescent body. (Normally, her adult form's taller than Ryoko!)

Anyone who has seen episode 8 of the Tenchi Muyo OVA's ("Hello Baby") can testify to the sheer MILF factor of Washuu.

Washu can presumably adjust her apparent age however she feels like; 12-year-old and 20-something are the ones she uses in the actual anime, but there's no reason she couldn't stop somewhere in between. Which would be what's happening in this image, since her breasts are smaller than Ryoko's, which isn't the case when she's in full adult mode.
