I can read Japanese to a limited extent and from what I gathered this is a "dragon quest monsters" reference, but I'm not sure if it requires a tag so I'll leave it as is.

I see no indication that the dragon is futa. Pulled related tags, as well as the dragon girl tag.

I've got several images saved of what seem to be these two. One has them kissing, with the dragon being female at least from the waist up; another depicts the birth of their(?) dragon-slime-girl daughter, as is being conceived here; and yet another has these two (the dragon is visibly fully female with no phallus in sight, though you never know with this stuff) and the daughter engaged in acts a daughter usually does not partake in with her mother(s).

With that and the dialogue here, I'm inclined to believe the dragon's a futa at least in this image, but I don't feel like changing tags. Especially since the penis looks so awkwardly placed to begin with.
