I doubt it. It's a stitched cap from the latest QB2 ED. Unless the Director (who also directed Lady Innocent OAV) got Satoshi to draw it (and therefore other segments of the ED) for him, then it shouldn't be his work...

This is absolutely not Satoshi Urushihara's work.
