I think it's a reference to the titan's colony gassing activities from Z Gundam....

I've not watched Z Gundam before, but yeah she's saying to spread poison gas around the "colony"

there's two main references to colony gassing: Z gundam and 0083 (though that one references an event during the OYW that involved a Zeon unit doing orders and being denied port at Axis... leading to some interesting back stabbing) But she seems like a younger Cima.
