I cleared a large number of tags from this post, and I want to put my thoughts out there. AFAIK there is no Danbooru policy regarding how to tag animated media where the taggable content changes over its duration (pardon my ignorance if there is such a policy).
In general:
If a tag pertained to the presence of some element (something the image or subject has, e.g. jacket, panties, smile, blush), I left the tag if any frame contained the element.
If a tag pertained to the absence of an element (something not present, e.g. topless, underwear only), but some frames contained the element, I removed the tag
If a tag pertained to something the image or subject is, e.g. embarrassed, looking at viewer, covering, cowboy shot) I removed the tag unless it applied to the whole.
