According to the pokédex, Ralts can sense the emotions of people and pokémon with the horn on it's head. I assume the "horn" on gardevoir's chest has a similar function, even if it's in a different place. I.e it's a sensory organ.
I still wonder if those horns are hard or soft cause even if a gardevoir and gallade were to get close you'd think they'd have some difficulty getting close
