I'm not sure if its a reference to "penis cupcake" since in every rendition the line is, "I am Penis Cupcake (with an odd voice inflection on penis because of how the lines are done). I will eat you." Then a smile.
Aside from the crocodile hat, which is related to the Sniper, I don't think this has anything to do with it.
