He is a powerful Newtype implied to be a clone of Char Aznable. After being defeated by Banagher Links in his Unicorn Gundam, Full Frontal's/Char spirit abandons his body (which becomes an empty dead husk) and joins the spirits of both Amuro Ray and Lalah Sune who welcome him back in their travel towards the afterlife.
Not to be confused with the slang "going full frontal", otherwise tagged as completely nude.
