Nemu is a member of the Party of Words political party, the Vice Chief of the Administrative Inspection Bureau, and a member of Kotonohatoh.
She is the younger sister of Aohitsugi Samatoki and lived with him prior to joining the Party of Words. She was brainwashed into joining the Party of Words by a Ramuda clone using a true hypnosis microphone, but regained her sanity thanks to her strong mental fortitude. Her personality was previously bright, caring, and dependable. Yet, like her brother, she also possessed a strong-willed and emotionally volatile side. While admitting she disagrees with certain policies and aspects of the party's structure, she remains active within the Party of Words to strive for a world without conflict.
