Someone dressed as a cowboy, the typical animal herder who tends cattle on ranches of the Wild West.

In addition, use cowboy western for both cowboys and cowgirls (girls dressed as cowboys).

Not to be confused with cow boy (a male with literal cow features, such as cow ears).
