flashing
An act of deliberately moving clothing aside in order to briefly reveal something intimate, often in a teasing manner or as a sexual provocation. Revealed contents can range from panties, a nipple, or the stereotypical pervert who is naked under a coat, etc.
If done in such a way that only a single observer out of several people present can see, it's also stealth flashing.
