plain epaulettes
Strips of cloth on a shirt or jacket shoulders, without any fringe trim like epaulettes or rank indicators like military shoulder boards. Usually only attached to clothing at the ends. Originally served to hold harness/backpack straps in place. Can also be called shoulder tabs or shoulder straps (not to be confused with a shoulder strap as tagged on Danbooru, which hangs over or encircles the shoulder).
If in a military or police context, then it may be shoulder boards instead.
