She can still detect people via her feet so she probably still makes eye contact as part of body language. It helps socially and at least keeps the awkwardness to a minimum.

That is a bit incorrect. She never moves her eyes in the show as she was blind from birth. As such, she most likely cannot or doesn't know how to move her eyes as she has never had to use them.
As much as I like many of the pictures of Toph here, I find most odd as she is always looking at something. Her eyes should be unfocused on anything and facing forward. She sees with her feet and listens, but never looks more than turning her head.
