Nudity alone does not cause an explicit rating. For explicit, there has to either be blatant "look at my sex part" spread pussy/erect penis, or actual sex, or sexual fluids - not suggestive fluids. Genitals must be blatant and the subjects of the picture must be drawing attention to them. Here, they are being barely-hidden, and the characters are ignoring them, which is textbook questionable. If it could go in the casual nudity pool, it's almost 100% questionable. Oh, look at that, it's in the casual nudity pool.
