I don't claim to be an expert, but it looks fine to me. You may be thinking the way you do because too many manga-style drawn girls have long-ass legs.

In terms of ratio, her leg is a bit on the short side, but its at most an inch or two shorter than average*.

Its just that people are unusually good at seeing things that are just a tiny bit off.

*This is also taking into account ratio, which would put her heel up to the same level as her index finger on the image.
