    可愛い子（お）には旅をさせろ！

    It's not really Dragon Ball. The monkey king in The Journey to the West had one, and since Dragon Ball was based on it the added one there. But in the journey to the west, the cloud was a magic spell, like taking some hair and making a lot of clones, changing size and all those things. Somewhere along the way Oni have been described having the same kind of magic powers, and Suika does a lot of those hair-clone attacks. In Wild and Horned Hermit she even appears in a cloud.
