Remi's behavior seems pretty mature in this series. The thing is she's still wearing her usual clothes, giving an impression she hasn't matured, unlike Flan, who's wearing a housewife clothe set.

In the original book Dracula, the count's appearance depended from the quantity of blood he absorbed.
I guess Flandre stopped drinking blood, and thus aged considerably, while Remilia is still drinking a lot of it, and therefore looks younger.

Either that, or the artist just wants a milf Flan and doesn't bother with logic or common sense.
