I think this is right after he picked that fight with Flandre. She probably blew him up and he's completely drained from reconstituting. Hence fairies kicking him for giggles.

And considering the fact that there's ice shards on the ground, it's seems these two really did defeat him.

The possibilities of how exactly this happened boggles the mind. Did his power fail since fairies are counted as food (to other supernatural beings) in Gensokyo?

Well if he actually DID eat a fairy, he would have gotten at least wings so...

Well, technically Majin Buu a magic being, so if they are following Touhou universe's rules he can't just blow up the earth because he would disappear as well, like any other youkai. And since SC rules are effectively made to give weak people at least a little chance of winning against stronger people, Cirno could have defeated him because of that.

Or...

He was defeated by someone else and Cirno just put some ice on ground so that it would look like she defeated him (assuming that they are "posing" for the viewer).

Or...

The artist just wanted to point out the "Cirno is the strongest" thing and made her defeat a well-known powerful foe.
