That's not the problem, per se.
The other three are summoning Kokkuri-san, a fox-spirit, to tell their Kai Ni fortunes (since Ushio just got hers). Fox-spirits hate dogs as a natural enemy, so the two destroyers "born in the year of the dog" were scared away to keep them from disturbing Kokkuri-san. Hatsushimo wasn't asking for a Kai Ni at all, she was just shooed away for reasons she doesn't understand.
Frankly, I doubt they'll make any starter ship have a Kai Ni until they're ready to give them all Kai Nis, since that would take away the evenness of the choices. Besides that, Akebono's WAY more popular than Oboro. (Or at least, NOTABLE, since she seems to have more players who hate her than anyone else.) So of those three, I think it's pretty likely to be Akebono.
