I'm pretty sure Santa is a youkai. He taught Yukari the power of boundaries.

I thought Santa taught Sakuya Time-stopping and space manipulation (I mean how do you think he fits a billion presents in that sack?)

Or rather, Santa may have learnt space/boundaries manipulation from Yukari and taught Sakuya about how to stop time.
