One thing I just thought of. Why does Tenryuu have such large fuel tanks when her class is the most fuel efficient of the light cruisers?

Large capacity doesn't necessarily mean large consumption. It does mean she doesn't need to refuel as often.

In game terms, that doesn't make sense, since all ships need to refuel equally often. Some ships just require more fuel to fill up.
